they were talking about challenge and balance. so if they are talking a system whereeach level raise gets harder, i would be completely satisfied with that. it would be a comfortable change that wouldnt draw a player from the actual greatness of the game.
if they made it so each level you gain the more challenging the world becomes that would be a better system instead of playing a level and dying midway through the beginning and losing your souls and try another level to experience the same.
I hate leveled enemies. It removes the sense of progression of leveling up. I liked how you can make the enemies harder by simply completing the game. Don't know if that NG+ system is gonna return but I sue hope they don't do leveled enemies like oblivion.
