They do more damage when your character is at lower levels.

Decreased scaling but higher gains in AR per upgrade. It doesn't go to +10 though so it only makes sense to use at lower levels before you have access to elemental weapons.

I'm doing a faith build and I want a blade to buff, my DEX and STR are both at 16, so is Raw +5 or Regular +10 better for my case?

Normal +15 will beat Raw +5. You'll need a calculator to figure out if Raw +5 is better than Normal +10

If you're at the beginning of the game, it might be better to go raw than normal. You can always roll it back to standard +5 when you reach the other blacksmiths or get the Very Large Ember.
