At the start of the level or in the area right before the spiral stairway to the Abyss.

The latter has fewer signs from my experience, but you're more likely to have people with their CoA already equipped.

I'm not seeing anyone lately, not outside the fog door or anywhere near new londo

On Xbox the main areas are on the circle between the wooden bridges at the beginning of the level, and by the boss door.

Sometimes right after you jump down from the shortcut in the water, or near the illusory wall.

just in front of the fog door

Remember, the water MUST be drained before you will see any signs
