Well, because of the 'finite water' thing, I believe you'd have to supply most of the water manually via buckets.

Unless you mean like building in the water itself.

pretty sure you just go down and start building, once you block off every way for water to come in, whats left inside will drain out

LAdders, they create air pockets around them. Makes it easy to build underwater without flooding your base/mine.

Just dig straight down in a lake and then start digging to the side. Start with a cave, then make it into a proper fort. My first base is usually this sort of place because I like the added feeling of secrecy. Secret switches and steel doors inside recommended to get the proper 'secret undersea complex' feel. ;)

Build the frame of your house or whatever, and fill the inside with glass/dirt/sand/whatever is easy to break.

Once it's all blocked off from water, break the stuff inside to hollow it out.

Use glass for the frame if you wanna see into the water.

I'm planning on doing a mix of those methods with my floating fort.

The above ground is going to be big, at least 40 x 40 x whatever height looks right, then i'll cut away part of the floor in the courtyard area, and sink a ~5 ^2 pillar, with glass on the outer sides, dirt in the middle, then hollow it out to have a spiral stair following the walls
