I believe they always do, someone correct me if im wrong though.
If you want a spawner to not spawn, I think you must place torches around it to light up the area well, and prevent monsters from spawning.

I'm not sure what the actual distance is, but I do know you have to be fairly close if you're setting up a trap. You won't be able to just have it dispense items to you if you're too far away, as I'm guessing you discovered.

My usual trap/item dispenser setup is about 14 or so blocks distance.

Dungeon spawners have no minimum spawn distance. They WILL continue to spawn mobs relentlessly as long as it's dark enough to do so. To temporarily disable one, put torches on all four sides of it...although even that's no guarantee these days.

Yeah, didn't read too far into the topic. They don't have a minimum spawn distance, but in order to make a trap like this work well, the monsters really should have a line of sight to you in order to piss them off so that they come towards you and into the trap. Which means you have to be fairly close to it, of course. Otherwise they'll just wander around aimlessly until they blunder into the trap, which could take a while.
