Anyone know if there is a tool that will load like a regular image file (PNG, JPEG, ECT) and then convert it into minecraft blocks? and tell you how much you will need or like easy building instructions?

GIMP has a Pixelate option, but that's a close as you're gonna get.

Well, if something like this existed it would make pixel art not that impressive (or.. even less impressive than it already is now).

Most pixel art I've seen (Especially the huge murals people make in classic) the player types in a command, like import <image name>.gif, and then their character zips around autoplacing blocks like a printer lol. Maybe there is some legitimate pixel art out there, but I kinda assumed people usually modded to do it.

Pshh, pixel art has no soul. It's glorified copypasta.
