You mean bandwidth, not internet.

And a 4GB/month cap is pretty low, but there's a tool named NetLimiter you could try out (Windows): http://www.netlimiter.com/

It basically monitors bandwidth usage for specific applications, so you can do some math on whatever results it shows for Minecraft to figure out roughly how long you can play per day, etc.
