Yes, there will soon be (if not already) serverside texture packs! In other words, you can join an adventure map with a friend and already have the textures, as long as the host has the pack installed.

I'd personally say, if at all possible, have these options:
-An option to have one built in, but can be disabled. For people who like to provide it for convenience but don't require it. -An option to enforce people to use a certain one if they go into the server --- The Heart.
I'd expect it to be rather difficult for the server to enforce use of a particular texture pack -- a modified client could "pretend" to obey the server while still using an x-ray pack or something. --- Now, if we'd just use postfix syntax like sensible people, this wouldn't even be an issue. -scudobuio
