yes there are missable side quest and thus items
However, most of them can be found later and the game also has a new game + feature

Lots of sidequests, a lot of them very easy to miss and especially aggrivating cause some of them have prerequisites of finishing other sidequests before unlocking others.

As said, though, there's a New Game + Feature. So you can just follow the story and work with a sidequest walkthrough the second time around.

whats the use of art usage? is it so you can unlcok new artes?

Yes.
If you take over Arte Usage in a New Game Plus, you can unlock the Arcane/Combined Artes faster and not have to grind to 50+ uses. Also, it makes Tear's second Hi Ougi "Fortune's Ark" available once Guy has joined the team.

Not really in the tales of games total uses doesn't really increase total base damage.
