For some heroes it's probably pretty tough to come up with a balanced upgrade. You can't make it too good, or a hero becomes either broken or balanced solely around the scepter-upgraded ult. You can't make it too crappy, or else what's the point? Basically you want it in most cases to be situationally good but not necessarily core. For certain ultimates, that's a tall order.
