...but he doesn't really need a support, does he? He can jungle to level up and get easy kills earlier in the game. He scales with the rest of the team even without help. Would this make him a safe pick in most games? Or will it still somehow be destructive to team compisition?

I wouldn't choose Ursa as a "safe" pick carry. He is easily avoided by anyone who knows what they are doing and until he has his Blink or Shadow Blade, he can't really find a way to stick on top of people. You can try to take advantage of his early Rosh potential, but players will monitor your movements with wards and stopping by Rosh every now and then. Its not a reliable way of carrying and focuses too much on the enemy team's lack of awareness.

He is one of the most reliant on support in the game. Can't do anything without lots of disable from his teammates.

Blink in, or shadow blade in, clap, right click, run away.

I am speaking in the level of competition that TC is facing right now.
