Probably Dota as there are new teams forming all the time and a lot of top pub players are picked up as standins for teams and end up getting into the scene that way. LoL is just meh

Dota, but not because of popularity.
LoL has lower skill ceiling so odds are that more people will be top tier lol players than top tier dota players.

No, but remember that Lone Druid player Na'vi picked up to stand in for them who ended up becoming one of the best offlane players in the game despite his limited hero pool?
