Can you not clear forts?

I killed everyone in a fort, and it doesn't say cleared on my world map. I came back, found out imperials had taken it over, killed all them too and I STILL didnt have it cleared. Can they be cleared?

^Wend you clear a dungeon is says cleared on the map, but wend you clear a fort it shows nothing. So what I am trying to ask if is not possible to make the map show them as cleared wend you clear them?

Theres a woman in one of the forts she explains it pretty well. She said the forts just constantly change hands from one owner to the next, so much so they can have different owner in a couple of days and I guess because of that you can never really clear them.
