Does anyone think using a shout only build would work? If so, how would you construct it?

Use the Restoration glitch with an Amulet of Talos.
That's it, really.

Without the fortify restoration exploit, it would be close to impossible to manage.
With that though, it would make for a pretty interesting playthrough. --- Young master, i cannot aid one who opposes the master.

Shouts take too long to recharge even if you use the first level.
The only one that is useful if you dont have a weapon is Clear Skies as that staggers the enemy and has a really short cool down.
Storm call is good but takes WAAAAY too long to recharge to use it as a combat only shout. --- HOLY ****! What is this? Forged in Gods very flames! Do mine eyes tell me lies? A new Elder Scrolls game? Time is nigh, I must fly, Venture forth on my quest!

literally only using shouts? it'd be alot of kiting enemies around waiting on cooldowns.
sounds stupid, tedious and boring. also stupid.
shouts are a gameplay mechanic meant to supplement peoples builds. not replace them.
