This would make it where you are given a challenge throughout the whole game, plus it would allow players to level in an area around their level before advancing to the next one. In oblivion the difficulty system wasn't really that challenging, unless you played it at max hard where it would feel impossible to kill one opponent. What do you guys think?

I just think the gamhave should reward you overall. Like, have a difficult quest for the best armor/sword. Like, a DIFFICULT quest, and when you get that armor you are insanely powerful. Oblivion is really limited, but you could still kick ass in it.

difficulty settings exist for a reason.
some people want to breeze through the combat simply to get to all the story stuff.
some people want to have challenging combat.
some people want to play on the highest difficulty on spreadsheet designed optimized character builds to impress nerds on the internet.
some people just want to play the game the way it was designed so they leave it default.

All difficulty does is adjust enemy HP and damage. It doesn't affect the actual level they're at.
