Continuing the skill specific perk threads, since it seems that perks will be tied to skills in this game. Wow, given the quality of ideas I really hope Bethesda implements some of these perks! Not that they read these forums, but if they came up with the same ideas independently, I'd be pretty stoked.

Anyway...

Structural Knowledge
Your understanding of how armor is constructed lets you identify and exploit weak spots in an opponent's armor.
(Gives you extra armor penetration on all attacks against armored opponents)

The armorer perks from Oblivion will probably be returning.
Repair hammers last twice as long
Ability to repair magic items
Ability to repair items to 125%
and of course the mastery level perk, repair hammers never break

Since it seems you can now forge your own stuff, it opens the door for these kinds of perks:

Metallurgy: due to your knowledge of various alloys, items you forge now weigh half as much as normal.
Master smith: your considerable skill allow you to create items that are 20% stronger than normal(resulting in items 50% stronger when repaired to 125%)

they could also force perks like this onto us:
Daedric smith: you now have the skill required to craft daedric weapons and armor

Artisan (Could be a quest-granted perk, rather than a skill-level-up perk)

I don't feel like making a creative description like in-game, but the gist of it is, you can now create your own custom equipment. Basically, it would be a tutorial/early quest-granted perk. After learning how to smith stuff, you receive the perk.

Lighter load: Allows you to forge weapons and armour with a lower weight than the norm.

Reforge: If you have a favorite weapon you can recast the blade with a better material and with a lighter load perk and a personalising perk for decorative touches could make some great weapons.

Vigilant Economist
You value every piece of metal you run across and have thus developed methods to get the most out of your resources. When smelting, each unit of ore you smelt produces two units of refined metal instead of just one. You can also disassemble pieces of armor you find out in the wild into their basic components (i.e. turn iron armor back into iron ingots, turn leather armor back into raw leather, etc.)

Custom innovator
Trial and error has taught you a lot about armor and weapon design. All crafted armor and weapons are now 20% more effective than common models. You can also customize the appearances of your hand crafted equipment.

Reduce, Reuse, Recycle
You know from past experience that you're going to run out of repair hammers eventually and have thus taught yourself ways to use the spoils from your enemies to keep your equipment in tip top shape. You can now repair your equipment by taking parts from duplicate models as well as using raw materials.

Getting the shaft
Arrows are valuable, and you'd rather not have to shell out money for new ones everytime you return from an expedition. Whenever crafting arrows or other ranged weapon ammunition (*cough throwing weapons cough*), you get double the amount from the same number of components (i.e. if a steel arrow recipe yields 5 arrows normally, this perk causes that same recipe to yield 10 arrows).

The secret of Daedric equipment
Although your method isn't perfect, you've learned a way to craft the ever so valuable Daedric equipment. You now have the ability to craft Daedric weapons and armor by infusing ebony items with a soul gem that contains a daedra spirit. The higher your level in Crafting gets, the better quality your Daedric items will be.

Down to the nitty gritty.

When a weapon is 100% damaged, your skill allows you to continue to use it with attack damage % increasing with further perk increases.

How about...

Air of Refinement

You excell at removing impurities from the ore you work with, and weapons and armor you forge are always polished and gleaming. Things you forge are given a rating of 'Fine' and give the same impression as expensive clothing.

or...

Vulcanized

All that time spent in the forge has toughned you up, and you're more than used to the heat by now. You are given a constant 10% resistance to fire.
