Do I need to smith this or is there a person somewhere who makes it?

You can smith it once u reach 100 in Smithing.

Not sure if someone can smith it for you.

I heard there were no dragon weapons but how many bones and scales do you need to make both heavy and light sets? Also, do you need anything other than the bones and scales?

^^^ this..... i'm not sure i plan on taking the Smithing perks yet...

in fact, i haven't placed any at all yet at level 25, but if someone knows of a way to use these items without the smithing perk, i'd appreciate it

as for selling them.... do you know of a merchant that will buy them?

i haven't found anyone that will touch them so far

the trader in riverwood buys them from you. The guy who you get the golden claw for. Good thing too because they are so heavy

This. And any spares make an excellent source of income.
Especially when you start finding the higher-end vendors with bigger wallets.
