In the Silent Moons Camp (just northwest of whiterun) at the top in the center is a forge a workbench and a grindstone.
If you look around there (and a bit inside the camp) there's lunar steel weapons laying around. They have an enchantment on them that does extra damage when the moon is out.
On the workbench in the area is a book about The Lunar Forge, and it talks about how these lunar steel weapons are clearly made here but he's unsure why they act the way the do and what exactly the enchantment does beyond "take on a vampire-like ability."
Now I've played around with smithing at this forge, but it doesn't seem like I can recreate these lunar steel weapons simply by smithing there. Which is kind of depressing because it'd be a cool little secret. I could be missing something, which is kind of the purpose of this topic, so other minds can check it out and weigh in. I have 100 smithing and tried at night when the moon was out (both cloudy and completely clear) on both iron and steel weaponry.
However the uesp does seem to agree there doesn't appear to be a way to smith anything special here (http://www.uesp.net/wiki/Skyrim:Silent_Moons_Camp).

That's really what it seems. Which like I said is kind of disappointing. Should've added a little something like that if they went through all the trouble of putting the stuff and making the lore book lol. It couldn't have been that hard. Then again maybe it turned out harder then they thought, and they originally planned it to be a little secret, so they kept the stuff in but took out the forges magical powers. One thing I would like to try, is to try forging a few different items there when that aurora is hanging around. However I don't have the patience to sit there and wait for it, not knowing when it appears. It was hanging about the first time I went there, but didn't have any leather to make anything.
