Generally speaking, I think info telling people how to perform mods and hacks that go against the ToS of the consoles (things that will get you banned from 360/PS3/etc.) falls under "illegal activities" here. Don't quote me on that, though. I could be wrong.

Because it's not the result of a mod. You can do ALL of that with a PC copy of the game, and just editing your character with trainers, or console commands, and then porting it back to your Xbox 360..

It's simple save-file editing, there's nothing unique or modder-made that's included in such a save, as it's impossible.
