Becoming Thane of the Pale. . .

I can't seem to find a way to become Thane of the Pale. The Jarl in Dawnstar doesn't have a dialogue option for it. I've completed most of the quests in Dawnstar at this point but he still won't talk to me about it. Any tips?

I'm not sure about what triggers the offer. Try helping as many people in the Pale, particularly Dawnstar and see if that helps.

I've talked to everyone in Dawnstar and completed every quest in the city except the Mehrunes' Razor quest. The Jarl still doesn't give me any new dialogue.

Then complete that Razor quest so Jarl can accept you. Those Daedric Quest usually scare people off.
