Why cannot I not adopt kids even though my House is built?

Trying to adopt the little girl in Whiterun but it says I dont have room for her.

I have removed the Workbench from the kids room.

Have you bought a child's room for one of the non-Hearthfire player homes? I believe you have to do that before you can adopt children.

I think you need to have the bedroom attachment as one of the 3 wings.

you also need to build all the shelves, end tables chairs ect for the bedroom wing and then you can adopt.

I am referring to NON-Hearthfire homes. Ones in the game without the DLC.

Are you on any lists as required by a court system?

Also I read that you also need a chest for them.

Not sure why everyone keeps saying this, but you do NOT need the bedrooms to adopt 2 children. I think the secret is just to not hire a bard so he doesn't take up the two beds. Either that, or my game is very glitched in a good way. Anyway, I built the greenhouse instead of the bedrooms, and before hiring a bard I adopted Lucia. She was able to use that second bed in the main hall, although I did lose the option to hire a bard. Nevertheless, I was STILL able to adopt Hroar, and he took the other bed! So yeah, I have my steward (Rayya), a dog (Meeko), myself, and 2 children (Lucia and Hroar) living at my house!
