You can do what you said with removing the DLC, But I'd recommend just moving Hearthfire to a USB divice that is formated for use with the Xbox 360.
And be sure to look everything in the house that you do not want to lose.
Redownloading is no big deal, took only about 30 seconds.

So let 's say i built my house and i decide i want to change the wings i can just:
1.Remove any items from the house that i want to keep. 2.Save and close game down. 3.Remove DLC, re-launch game and save again, close game down. 4.Put DLC back, re-launch game then start from the buying a plot of land stage?
Sounds good, as im thinking i might make one of them the "family retreat" and change it to bedroom + storage + kitchen, instead of what it is now which is bedroom+armory+trophy room.
EDIT: I guess you can re-adopt then too.
