Can't become Falkreath thane

I have tried helping eveyone in the town I can find. I've delivered ashes, retreived a journal, done a few bounties, and completed Ill Met by Moonlight.

Every time I talk to the Jarl (Seidgeiir or whatever his weird name is), I only get the two options:

1. Does your inexperience make your job difficult?

2. Can't remember, but it also leads to nothing.

This is really pissing me off because I need to become a thane to buy the Hearthfire plot in that area (I think), and I was looking forward to having the opportunity to make my second house differently.

I've tried looking on the falkreath entry on the skyrim wiki, and nothing there helps or even mentions why the jarl won't give me his "bring me a drink" quest that supposedly starts the thane process.

You do not need to become Thane to buy the plot of land.
However, the quest you do need to do for the younger Jarl requires you to clear out a dungeon.
So, if you already have a similar quest active, he will not offer up his.
Therefore, go do some of the quests you promised other people that you would do.

In order to buy a plot you only have to do one quest for the Jarl. He should have said something about blah blah buy land. Then blah blah Thane if you help people.

Talk to the Steward to buy a house then they say they have a plot of land.

Also talk to the Bar Maid to get other quests for the hold. I think that is how I got the Thane position.

I did start trying to clear out my Misc quest log last night, but didn't see any that stuck out. I guess I'll just keep chugging along.

Also, for some reason my Riften quests (for Maven Blackbriar) are bugged. I was supposed to "disrupt the skooma operation", and when I exited the cave nothing happened. My quest is deactivated, no quest marker, and I can't turn it back on. I also have no quest marker for "find the pen under the lake", also no quest marker, and when I try to show it on the map it points me to the skooma cave.

Do you think that might have something to do with it?

You have to kill a specific number of people for the skooma den quest, so if it is not your first visit to that cave when you attempt it, you will be waiting on a lot of respawns.
The pen never gives you a map marker, you just have to scour the lake bed for the boat/chest.

Ok, that makes sense. I still don't know why it's loading the skooma cave as the location though. I looked on the wiki and I should be able to locate it, and hopefully doing those two quests will unjam my log.

Let's see if I've got this right. The first time you went to talk the the jarl, you only had the dialogue options to ask if being jarl was hard, and how he became jarl so young. The option to ask for work never appeared. Since you can't ask him for work, you can't get the favor quest to fetch him a bottle of Black-Briar Mead, followed by a quest to kill a random bandit chief (appears to usually be Embershard, unless you've already cleared it, as it's been Embershard on three of the four characters I've done this with, and that fourth one had already cleared it). Since these two quests are required for both buying land, and becoming thane, you can't do either.

This happened in two of the six characters I've attempted to buy the Falkreath plot with. One was a pre-existing character (but had not yet joined the DB), the other five were new. Of the four new ones, it was the second one that got hit with this bug, which was the reason I made the fourth.

I attempted clearing cache, deleting and then redownloading Hearthfire, then Dawnguard, then both of them, then deleting both and playing vanilla. Nothing worked. For both characters that did not get the option for work, once it happened, it was permanent. And nothing fixed it.
