Yep. This pretty much satisfies the answer to the same question for any other game.
My favorite games came out before voice acting had become commonplace. I don't dislike it, I just see it as wholly unnecessary.

More of something is rarely better. The characters are already bland and boring as can be, at least the voices add some flavor to some of them. --- Not changing this sig until Stephen Kings 'It' gets a proper movie adaption.

No, I don't think so. It depends on the quality of the content, but I wouldn't take more of anything presently in Skyrim at the cost of voice acting. While not essential, it is a not inconsiderable part of immersion in a game like this. New Vegas had large amounts of high quality content and solid voice acting both, so I don't think that that presence of voice acting in itself is a problem at all. In fact, I'm certain I wouldn't have been nearly as entertained by the Think Tank if I just read their lines. That's a NV example but the point remains. Good dialogue will be good dialogue with or without VA, while having it can potentially make merely good dialogue great... and if the dialogue isn't that great to start with, I doubt that removing VA will suddenly make it shine. --- Let him be king over charred bones and cooked meat. Absolutely. Hell, I'd sacrifice voice acting for a DLC sword.
