If you choose the Empire and do the Civil War prior to the Main Quest, then manage to get to Sovngarde, you can meet Ulfric in Sovngarde. Does that not mean that his motives were ultimately for good, and he died a hero?

would that also mean the Stormcloaks is the ultimate choice?

No Sovngarde is for Nords who die in battle regardless of what they did in life

Actually I think it is for the honored dead only. He may have been partially motivated by a desire for the throne but he still died fighting for his homeland. Whoever/whatever decides if a person goes to Sovngarde must have seen some honor in his actions and death.

Any Nord that fights with valor goes to Sovngarde.

Sovngarde, it is called, built by the god Shor to honor those Nords who have proven their mettle in war.

it proves he was honorable and was doing what he thought was the right thing and what was best for the people.

it does not prove that actually IS right for the people, but it shows that he thought he was doing the right thing, and he did it with honor.

It proves that he proved his mettle in war. None of these other assumptions.

Proved their mettle in combat would be a more accurate way to put it honestly, as Torygg is there and I'm fairly sure he didn't fight in any wars.
