Why are mods so popular amongst the PC crowd?

Mods allow people to share their creative visions with one another on a game. Their popularity is readily apparent in the following scenario...

...every single one of us gamers has had an experience at some point in our sometimes 20+ or 30+ years of gaming that made us say, "Man, this game is amazing. But it would be perfect if [insert desire here] was implemented."

With developers like Bethesda being badasses and basically handing the game code over to the players to do what they'd like with, people can do stuff like that now. The more dedicated gamers do it without having a kit handed to them, too!

Midas Magic is a great example. It adds a TON of new spells to Skyrim (and Oblivion), all of which are very creative and fun. You actually have to gather materials for the spells and put them in a special device which crafts spell tomes -- much less monotonous than leveling, buying, leveling, and buying again.

Another good example comes in the form of Medieval: Total War II. I'm a huge A Song of Ice and Fire fan. Someone out there, who just so happens to share that passion, made a mod that created a map based on the world of A Song of Ice and Fire, allowing me to play as House Stark or House Lannister (among about 12 total Houses) with massive battles, or to recreate the Trident, and to take part in all the political intrigue that exists in both ASoIaF and Total War. This makes an amazing game perfect to me.

That's not to say all mods are good or worthwhile -- indeed, much like books or music, you have to dig through a wide library and assortment of mods to find the high-quality ones... or just click on the most-rated tab on Steam workshop :p

There are PC players that use no mods, there are console players that use mods, that means that both PC and console players can go into both. And what about people that use both "ridiculously low" and "ridiculously high" standard mods?

And those ARE free DLC. Does that mean that sword mod is as good as Dawnguard? Hell no but to me it looks like youre trying to say people believe it is, which honestly Im sure there are some, but as far as everyone that uses it or even the majority? Really?

I'm getting the impression that you have absolutely no idea what overall quality is. Honestly, if you can't grasp such a simple concept, I'm not getting into this with you. I've explained it well enough. Read over it a couple more times. If you still don't understand, then trying to explain it to you will only serve to frustrate me and confuse you further, something that I have no interest in.

When it's bad because of a bad VA, not when it's bad because of poor sound equipment that isn't consistent with the rest of the game.

Bad voice acting is the main reason I hated Moonpath to Elsweyr. That and the fact that it wasn't nearly as good as people made it out to be.

It was very pretty, though.

Coded and or voiced poorly no, its not a good mod. The others don't matter, that's why theyre optional. There are things in the vanilla game that can destroy the balance of it as well as poorly coded that some mods fix. Look at all of the unofficial patches.

Chrysamere was an example of a poor quality/low standard mod that you linked and fits the lore and is fairly powerful I guess, didn't actually look at all the stats just saw that the damage was 1 point higher than a daedric hammer, but its also a legendary artifact of the game. If anything it fits better than most of the other artifacts.

As Ive said before, some people will an do use both "types" of those mods so where would they be placed? Low standard? High standard? What about the console players that have used some of them?
