Just be thankful that there are no Constables of the Town Square, who are only allowed to use non-lethal methods of apprehension, such as low level paralysis spells. And even then, many bandits claim long-term side effects, which is why the Constables of the Town Square were disbanded early in 4E15

They should start a 90% protest against the 10% who are using there money to live in extravagant cites! Occupy skyrim!
