The quest has been initiated and I have been sent to the Blue Palace, however I am unable to speak to Falk in regards to the quest I'm after.

I've tried clearing out of my miscellaneous quests. This did nothing. Varnius is still standing in the corner like an emo kid.
I have completed the Break of Dawn quest. I have completed the Tending the Flames quest (the effigy of King Olaf has been burned). I've tried shoving Varnius in front of the Jarl, he just walks back to the corner. I've tried saving, killing Varnius, Falk, and the Jarl, then reloading.
Nothing has worked. I never went to the Blue Palace until I tried to get this quest.
I know I had the quest on my first account when playing Skyrim, however I had to restart because Vilkas (from the Companions) glitched on me and I was unable to progress through the game as he'd stop me every two seconds. On that account, I had not gone to the Bards College nor had I done the Break of Dawn quest, but I had received the Man Who Cried Wolf quest on my first visit. |

Aela glitches on me every single time when I try to return her shield because Skjor is never there (so Farkas never shows up), but attacking her will progress her to the next step for whatever reason. Now there's a catch: you have to attack them and then flee the city, go to another cell, wait a few days and then return and pay off your bounty.
Not a guarantee but give it a shot. |

No quest started, and it basically says go back and talk to Falk and says things about after you've finished that quest ( Over the last few days we've had some disturbing information come to light regarding the events at Wolfskull Cave. and the summoning and binding ritual you interrupted there.). It's possible that progressing further through the main quest or completing the civil war quests may fix it but it's far from a guarantee.
