The Jarl of Morthal is an exception: she's a dark elf i think. Not sure what her story is. But pre-DLC Skyrim is openly hostile to Nosferatu, so they'd have a hard time holding a public office

Implied that her and Falion keep the order behind the scenes against Daedric/otherworldy sources. |
