IMO it is lockpicking:

-even though you can get the unbreakable skeleton key from the thief guild quests, you still have to wander around and find things to unlock.

I've spent way too much time figuring out how to boost up skills as quickly as possible and this is the one that stands out the most, even if it's not the hardest it's certainly the most tedious.

Restoration kind of sucks for the last few levels.
Speech sucks all the time. What a useless skill in the first place.

you can get speech to 100 in less than about half an hour if you use the ungrien cheat. but definitely agree on resto, that blows...

Conjuration is rather tedious... Probably not the worst, though.

None of the magic schools are that hard if you can enchant to zero casting cost for some training robes. Using Turn Undead constantly on a Draugr or something really helps.

Lockpicking.

It would be fine if those Thieves Guild practice chests automatically relocked (as soon as you close the window), but they take a full zone reset. When I went legit to 81 it was my last skill (and the most annoying) to max.

Lockpicking levels up on its own since you have to use it if you want to see what's in that chest.

I'd say restoration or destruction (the latter isn't really monotonous to level but it takes work).

Play silly buggers with telekinesis for a little while (cabbage basketball, juggling, etc) and you'll just about get it to 100 without realising it. I did.
