He's a Nord and was once a Dragon Priest.

Well, his skeleton has a human bone structure, so he's not an elf. Guy above me is most likely right.

Have you ever even seen the skeleton of something humanoid that didn't have a perfectly human bone structure before? There's not even a distinction between male and female skeletons in this game!

All the skeletons you see in this game are human skeletons. Have you seen elf heads? Their skulls are completely different!

You're right! Miraak is a female Argonian, right?

Anyways, there probably isn't a distinction because Bethesda didn't expect everyone to know the differences between the skeletal structures and if they did no body would pay that close of attention or care that much.

Anyways, PC players can probably tell us when they get Dragonborn, until then just assume Miraak is a Nord or possibly a Nord ancestor.

It is possible that when Hentai - I mean Hermaeus Mora - killed him pieces of his skull broke off or were destroyed, making it seem like the skeleton was to something else.

UESP says he's a Nord. It also lists his reference ID and other technical data about his skills and class, so I'm guessing someone took the information directly from the game data.

Exactly my point! The game designers didn't add that details so for all we know, the non human skeletons still look human. Might be a reference to Arena though, when the character models were human no matter what "race" you picked for them.
