How early could I get Bound Dagger?

I have JUST got the DLCs and was going to role a thief.

Part of the role play is the BD spell and would like to start out with it, but that wont happen.

How early could I get it?

As soon as you complete this quest:

You can go to Solstheim immediately after leaving Helgen, provided you have the gold to spend on the fare.
