well i dont think it ever explained it, but its an easy guess.

also i'd expect the troops outside of the captial country to be not as well equipped as the cyrodiil legions.

my main question is why did they go from standard Knight type ranks and structure to a more roman style one, its flip flopped a bunch of times actually. its weird.

Yeah, the Empire is stretched pretty thin nowadays, they probably just can't afford to put all of their soldiers in full plate armor. And when I say "stretched pretty thin", I mean it's a shambles.
