I have a question about the Dragon breath power from Oblivion

If you didn't know this is bestowed when you hold the Dragonsword http://www.uesp.net/wiki/Oblivion:Battlehorn_Castle_Items#Dragonsword_of_Lainlyn

What I don't get is how this works, what's the explanation?

It gives you a fire spell.

If I make a spell and name it "Fire Breath" does that make it dragon magic? No. No it doesn't.

Items can be scripted to give powers and stuff when they're equipped. Hircine's Ring does the same thing.

Alright, just didn't seem connected to me the sword already has an enchant on it then it gives you magic powers
