Yes, easily with smithing.
Check out the Useful Info V1.1 stickied topic and search for the 240 section for detailed information on it.

Easily. I tend to stay with Elven armor because of the light weight, so there's no need to waste a perk making it weightless. I use a heavy armor helm which helps balance the leveling between light and heavy.
