How much more powerfull should Destruction be for you to feel like its not UP?

Well i dont think its UP either, but I DO think it needs a reduced spell cost

So, reduce it with perks and enchanting. It isn't 100% cost reduction or nothing; 40-50% from enchantments can be achieved with plain old loot, and between that and taking the relevant perks, it sits nice and comfy in your magicka pool. There's a reason that they focused more on cost reduction than straight up damage.

I just don't like how I could kill everything faster with the same spells at level 20 than now.
It feels stupid becoming less effective overtime, unsatisfactory character progression.

As soon as I'm able to nuke cities it won't be UP anymore.

Strongest Destruction Spells should do 1000 dmg or higher imo.

A mage should become stronger when leveling
destruction spells should become stronger when destruction skill go up.

I need a spell like that Apocalypse spell from the first Diablo game. It hit everyone on the screen for massive damage with no friendly fire. Good times.
