Thieves guild problem

I did the quest and got to the flaggon place, but the leader guy isn't here and when he does show up he keeps going, Hmm? When I talk to him.

Does anyone know why this is happening or if I'm to go the the guild at a certain time?

Sounds like a glitch, try reloading a previous save.

Did that its still glitched, oh well, guess I'll have to make a new character to get it.

I went back all the way to level 56 just to try it and it still didnt work. Also I got all the dlc that might have also messed it up.

I don't know what level you were, but nevertheless, creating a new character should solve the issue, if nothing else does. I just started a new character, and I have all of the DLC's, and am having no problems with the thieves guild.
