Help! Glitched DLC quest...probably spoilers

The quest is A New Source of Stalhrim, and Ive just gotten the Stahlrim Source Map by killing the Thalmor dude.

The problem is now when I try to turn it in toe Baldor Iron-Shaper, he just keeps saying generic things. I cannot initiate a conversation to turn in the quest.

Has anyone experienced this and more importantly does anyone know how to fix it?

It cannot be done the same time as the quest, At the Summit of Apocrypha.
