Steal every dragon soul?

First off, I thought he could only do that on Solstheim but I just killed a dragon in Falkreath and he appeared and robbed me of the soul. Is this a random event or will he absorb every soul of every dragon I kill?

It's just random. Sometimes he'll show, sometimes he won't.

Thank god for that! I'm in no rush to complete the Dragonborn questline, so it'd be annoying if the game implanted someone that almost forced you to complete it asap.
