Get Dragonborn and beat it. Then you can stop any and all town attacks with ease.

As soon as they appear, use it and ride them, fast travel somewhere else, land and stand around doing nothing, they will eventually fly away. Problem solved.

Edit : It is important to wait, because if you fast travel back before they leave, they come back to the city.

I shall do that! i hate it when NPCs die because of a random dragon attack

You could always use the bend will shout and while they're under your control, beat them to death.
