Volkihar Vampire. Especially if you do the commit a crime and pay bounty. It will level up the thrall.

Thanks to the level cap on Dead Thrall, Volkihar wins. A level 51 dual-wielding Briarheart would easily take the cake any day.

Also, I don't think the jail upgrade glitch has worked in some time.
