If his equipment is not removed upon looting it, it probably means that he has a unique model, that is not a typical model wearing clothes.
But rather, a fully clothed, pre-rendered model.
So, to simplify it, there is nothing underneath his robes/mask, because those are parts of his model, and not something put on top of his model.
Not saying that that is how it is, just a possibility.
