Personally it should be the player, since you pretty much single-handedly saved them all from everything while they sat around worrying about who gets to keep their chair or not.

Definitely not Balgruuf, since he accepted the Concordat in order to keep his title, rather than rally his troops and fight for their freedoms.

She'd rule with an iron fist. I could see her turning Skyrim into a powerhouse if given the opportunity. And seeing how she runs her company as ambitiously as she does I could see that temperament aiding her if she lead Skyrim.
