Where is Karohzein's Fang?

I'm trying to get the Alteration Master Spell but I don't have Karohzein's Fang. The quest is telling me to use it to collect the heartscales at Forelhost, which is locked. However, apparently the weapon I need is supposed to be in a chest in Lost Volksygg (in/near Volunruud) but there's no quest marker. I opened the correct chest but the weapon wasn't there. Is this a glitch?

If I remember correctly, Karohzein's Fang is a radiant weapon, which means that it is randomly placed at a random location when you first make your character.

Sorry, was watching a walthrough on it and the commentator neglected to mention it's in a random location. Apparently, Forelhost is associated with a quest the NPC never gave me when I first stumbled on the dungeon so I pickpocketed him.

Radiant? That's weird because seems like every time I wacked Otar it was in the chest.

Found it. Also got "Siege on the Dragon Cult" but it glitched again.
I got the quest when I got Rahgot's mask. The quest didn't end when I killed the imposter Valmir and now the arrow won't go away. :(
