Isn't there some way to stack multiple Amulets of Talos for 100% shout cooldown?

How is it done? I'm looking to have some fun with shouts since most of them have outrageous cool down time despite having crappy effects (looking at you Fire Breath and Frost Breath...). Plus, infinite Unrelenting Force will be hilarious if nothing else.
