Help with legendary dragon

lvl 76 beat the game completed dawnguard most factions are down but ive fought like 20 dragons here lately and most of those were reverd dragons. any help/advice?

They appear regularly from level 78 on. You might be lucky to encounter one earlier, but 78 is said to be the magic number.

I've been in your spot before. One of the wiki's says 76, so when I hit it, I started hunting them for the achievement and I never found one. However after hitting 78, the first dragon shrine I visited had one.

So like Van said, get 78.
