Magicka regeneration better in Oblivion?

I was randomly playing Oblivion as a mage and I noticed something. If you build your character right in Oblivion you can spam the crap out of spells and never drop below 50% magicka at level 1. This is because of a high willpower stat and large magicka pool. In Skyrim there doesn't seem to be a good way to get a great magicka regeneration rate beyond having a high enchanting skill. On top of that you would always regenerate magicka in Oblivion where as in Skyrim it stops for a bit if you cast something.

Because there's no Willpower stat in Skyrim. And there's lots of gear in the game with magicka regen enchantments.

Enchanting is possibly the worst way to boost magicka regeneration rate unless you use resto loop.

There is plenty of gear that grants high magicka regeneration. You could end up 350% + range with the right gear. Not to mention restoration has a perk that will boost it by 50% and apprentice stone for another boost.

simply because there is no willpower as the above poster said and also because not only does mana regenerate slower than in oblivion it also magically slows itself down whenever you enter combat for some reason , same thing with all other stats while in oblivion everything was the same either you're into combat or lollygaging around
