Redguard/Breton
Alikr clothing
Necromancy/Illusion

main quests
-Dark Brotherhood
-College of Winterhold
-Dragonborn (Miraak's Staff/Black Books/Bound Dagger for soul trapping)
-Discerning the Transmundane (Necronomicon)

Go to Solstheim immediately after meeting the Greybeards and find a Madman or just go after any Black Books you know of. Get Conjuration to 40 and search Hermies realm for Summon Seeker as your primary "ally." Finish DB questline to obtain Miraak's Staff. Offhand the staff and main whatever spell you want. Lay down tentacles before combat and let your Seeker/Zombies do your work as you Fear/Frenzy away their sanity. May give proper time to develop him later, just no time right now.

I'd go Redguard rather than Breton, partly for looks, but also because Redguard lore almost seems to allow for crazies like him. Plus the idea of a Mad Redguard prophet/sorcerer stands out more in their culture than it would for the Bretons, 'cause they're all wizards.

I might give speech as well.

Well, if you would rather just have him wander the ashwastes, swamps, and various ruins doing nothing more than talking to himself and running away in fear until he is eaten alive by some invisible monster, have fun with that. Or you can supplement the blatant Lovecraftian inspired content of Dragonborn and subtly alter him into an actual functional character.
