Can The Weapon Enchantment Cap be reached WITHOUT Fire/Frost/Storm Enchanter?

Basically I'm wondering if I have the following perks:-

- Alchemist x5
- Physician
- Benefactor

- Enchanter x5
- Insightful Enchanter
- Corpus Enchanter
- Extra Effect

Can I reach the maximum possible Fire/Frost/Storm enchantment damage on a weapon WITHOUT adding perks to the 3 elemental enchantments i.e. can I reach the max points of frost/fire/storm damage with just my above perks

There's no cap. So, yeah, your enchantments would do way more damage, but those perks would still help.

For the most bang from perkage, the Augment Element perks in the destruction tree help weapon enchantments too.
