The Elder Scrolls V: Skyrim

Yeah, I'm trying to avoid them.

Anyway, it appears that "East Empire Strongboxes" are safe storage. Can anyone confirm this?

I'm hoping to find a place to store my alchemy stuff, so I won't have to lug it around until I can stock up on some new ingredients to experiment with.

I'm pretty sure they are. I have collected a lot of the pendants (thus emptying the strongboxes) and the few I've come across after clearing never respawned.
